I've been watching some BlindWave reaction videos to some Doctor Who episodes and Ten being an asshole is pretty clear in the Sontaran episodes. He gets his ass on his shoulders about UNIT using guns against the Sontarans, but it's then very clear that they're the rare alien who isn't bulletproof and things would have been much fine much earlier had they just used guns in the first place.

err no no it does NOT in fact 10s entire run goes out of its way to show that alot of the things he preaches are WRONG

his 4th season final deconstructs every thing he has said and done

There was a reason why DW fans wanted The Valeyard (a possible evil incarnation of The Doctor) to come back during Tennant's run; his Doctor was one of the darkest versions the character had been.

the doctor was WRONG the show made usre we saw his actions where wrong constantly in his run

i dont think you actually watch doctor who i think you get your information just from reaction videos

The scene I mentioned takes place two seasons after the scene you're talking about. I know it's a show about time travel, but I'm still pretty sure a fourth season episode was not building up to a second season episode.
