If Trump still followed Obama?
Would probably blame Obama for everything, do nothing, and call it a job well done.

If Trump followed Bush?
It's a question of where the bailouts would go. Probably wouldn't see the same incentives to re-enter the housing market, and would probably be more tax breaks than tax incentives. I'd like to say both would be worse, but he wouldn't make things worse.
One big problem would be in re-entering limitations of big banks. A large amount of our protections are thanks to changes made during the recession. In the current political climate, I have a hard time seeing limiting things like overdraft fees, loan inquiries, et cetera.
