If he really wanted to he could stop the guy for obstructing a sidewalk, depending on where the guy is loitering etc... all in all it was a consensual encounter and the guy walked away. Its not illegal for a police officer to ask someone to identify himself. But in a consensual stop the guy can tell that cop to fuck off Yes it looks like the cop was doing something wrong by just running up to someone and telling them to iD themselves.
