I've never watched the Fantastic Beast movies, but I always thought Voldemort was closer to Hitler. Grindlewald's plan involved ruling over Muggles, not wiping them out.

Yeah I'd say Grindewald is more of a Napoleon type. He's not particularly psychotic or extreme, he just wants power for himself and his followers.
