Most people who slick their hair down use a product specifically designed for the purpose, like Brylcreem, Brilliantine, or pomade. Most of these contain the same ingredients as Vaseline (petroleum jelly) or very similar (mineral oil), along with various additives. You'll get more shine with Vaseline but less hold.

Use pomade instead. Same effect but you can get water based pomade that will easily rinse out at the end of the day.

No, it's completely normal as long as you know how to do. It's especially useful for people who have extra dry hair after they shampoo the nature oils off. You know those trashy looking girls with the pale skin and frizzy blonde hair that looks like a broom and you wonder why they don't condition it? Yeah, this is for them. Lots of people in the past used it with a hairdryer and other products to unify, straighten, and shine the hair. But you can just glob it in there.

I convinced a guy once to use a large amount to spike his Mohawk. He was pissed later when he couldnt simply wash it out and couldnt sleep on his back that night.
