For the same reason they don't make movies based on soap opera storylines. Because most of them are stupid.

This really. The matches themselves tell the story the most and if that's put into a movie form where it's even more scripted it just wouldn't be as effective. WWE script writers are far from great storytellers.

You realize that the WWE was one of the biggest sources of entertainment in the late 90s, right? The WWE was doing better numbers than the NFL during that time,

Considering the source, it's safe to say that the illiterate monkeys and myself are definitely (no probably about it) more successful than him.

The people in charge of creative then are also no longer in charge of creative now, so that's a functional non-argument.

The people in charge of creative now are basically presiding over the largest ratings decline in the history of the company, and the massive resurgence of fans who openly reject the WWE entirely and seek alternatives with both better quality storytelling and in-ring work, so it's not all that difficult to make an argument that the current batch of writers all need to be taken out back and shot for the good of the company.

Depending on how deep you want to delve, there's also an argument that WWE creative has been in an epic nose dive ever since Stephanie mostly took over control of creative and forced out most of the people who had disparate visions for the product, so now you're essentially stuck with a gaggle of yes-men TV writers who aren't good enough to get better jobs in their chosen medium.
