Or at least the C:\Windows folder, I don't know how much the actual OS takes up.
They are both Windows 10 Pro. I know there are some differences in actual version and the computer architecture, but 29 GB worth? There must be a simpler explanation. Do programs you install add things to the Windows folder? I thought they were mostly contained in Program Files but maybe I'm wrong ... Copied to Clipboard!

Interesting. Mine is at 18.1GB. I'm sure drivers go into the Windows folder. I know Win10 also has a ton of bloat in the form of shitty apps that Microsoft desperately wants you to want. Not sure if those sit somewhere in the Windows folder. I believe I uninstalled all or most of them anyway.
You could try a program like WinDirStat to find out what is taking up the most space. --- ... Copied to Clipboard!

Laptop fresh install, desktop multiple iterations of windows I think the desktop went from 7 to 10 and the laptop from 8 to 10, so could be part of the difference, but is 7 bigger than 8? And why wouldn't they delete all the stuff from the old install? Anyways, even if I did find a potential source of the difference, I'm not comfortable with deleting stuff from my Windows folder. Plus it's not really like I need that space, it's just odd ... Copied to Clipboard!

Is this before or after an elevated disk cleanup? (Start+R, type in cleanmgr.exe and hold down Ctrl+Shift before you hit enter).

Windows 10 does a lot of weird stuff, UEFI I think it is in particular. I only have a tiny bit of experience with it, but there is a separate partition on your hard drive where a lot of core stuff is now stored and organized. not sure how much it does or doesn't actually contribute to what you're noticing.
I also notice on my Windows 7 machine that there is a Logs folder that is like 10GB. the logs folder apparently grows without bound over time. might have been fixed in later windows versions. --- ... Copied to Clipboard!
