He is saying Islam should not be tolerated in the West because there are evil people like this. I am well aware this was a government issue. Also, law doesn't mean everyone thinks a way unless you think everybody in Germany in the late 1930s was as evil as Hitler or that everyone loves Kim Jong Un.

Rika is advocating us to not be tolerant towards certain groups Muslims of people (here Muslims) because bad people exist within them.
