Hopefully it's just like 1 guy who threw the idea out there, and it will die quickly. Seems like a tax that would be regressive. I mean, I think we still take for granted the power of smartphones, but some people may have phones where FB Messenger aren't feasible, so they use texting.

it would be a flat-tax added to monthly bills and not based on usage. so using an internet-based messaging system wouldn't get around it.

The report from the California Public Utilities Commission (CPUC) says the tax on text messaging would likely be a flat fee added to a monthly bill instead of a per text tax and the money would be used to fund programs that make phone service available for low-income residents.

So i'm reading this on the hill.

A report from the CPUC outlines shrinking revenue from telecoms and is looking at the idea of adding a flat tax to the monthly bill.

So doesn't look like it's a proposal made by an elected official. Which also hasn't been voted on.
