You can't opt out. You can turn alerts off on your phone, but the Presidential alert ignores that and goes through anyway.

Oh, huh, it's a cell phone thing. I thought TV or something. Yeah I'm safe since I don't have a phone. Another win for me.

The weather warnings down in Southern California are weird sometimes and maybe cover too wide of an area. I received one about potential flash floods for Riverside when I was over 40 miles away.

Does it auto turn your phone on to give it...or you just don't get one if your phone is off. I guess taking out your battery could prevent it for sure at least.

The earliest it could have been was 11:15 if you're on the west coast. Almost everyone is awake by then on a weekday.

Also, it cracked me up how many leftists were pissed off about this just because trump was involved. Imagine being such an entitled brat that a little alert makes you angry

It doesn't. This kind of stuff is like 911, it just works even on phones without any plans so long as they're in range.

That said, if anybody cares, you can disable them (at least with Android) but it will require a rooted device.

You poor, sad children of the modern day. So startled by a phone alert.

Back when I was a kid, we used to get tests of the emergency broadcast system all the time, so that it could tell us to duck and cover in the event of a nuclear war.
