Exceptionally hairy women, yes. Not ordinary women with ordinary amounts of hair. Bearded ladies were not merely women who didn't shave, they were women with a condition which caused unusual amounts of hair growth. Women growing hair on their legs is not unusual. If it were, razors for women would be a pretty niche market.

And what is ordinary? Because when the option to shave legs was offered, all the exceptionally hairy legged women would have shaved (to avoid a masculine characteristic). If true, those men at Gillette did our country a service and we salute them! However, other parts of the world already had shaving or equivalents so that story seems unlikely. Given that hair has likely always been a concern for women, I'd assume that the practice picked up whenever they started to show more skin.

This concept always weirded me out. Why legs and why not arms? I see women with hairy arms every day and i don't understand why not shave it, arms are closer to face and bared more often. Yet its some kind of tabboo to shave arms and normal to shave legs. Society standards are weird
