Well traditionally ellipses are used in quotations that have been abrigged.

The exception is dialogue in prose where it's most commonly used to indicate a pause in speech.

You could argue that a social post is dialogue of the author or their online persona, so the ellipses would be appropriate in certain circumstances. Overused they may be.

But people that do it most dont think about any of that and just throw them in to seem... smarter than they actually are I guess.
