IIRC, criminals are often very careful about harassing tourists because it's such an important industry, whereas locals don't get the same sort of 'protection'. Its almost like the cartel uses ransom money to fund their operations. Fun fact: the police are also the cartel. Theres corruption throughout all levels of government. Also yeah Mexico is really safe tho. Guns are illegal there and no one has one. Seriously though, go into Matamoros on New Years and walk around outside.
