And I do mean children, from around 3 to 7. But that also means teaching them reverse algebra before they could do multiplication and division, as well as typing...

And I could get rid of those stupid puppets and songs designed to distract the kids from teaching them separate constructed languages...

It could plausibly work. I just don't know how without the preliminary requirements, but that also means teaching kids something that their schools refuse to teach them (but should absolutely be mandatory).

Aiming for an older audience from around 10 to 15 years old would not work, as they would refuse to watch anything educational, much less force them to do effort on their part.

But how do I pitch this dumb idea to network executives, who would rather put a worthless, uneducational cartoon that does nothing but rot children's brains with a warped view of reality from a young age, instead of greenlighting them to be software engineers?

The real problem is, even with network requirements established to promote educational programming, no one actually WATCHES educational programming. Which is why the main networks just throw trash into those required slots at a time no one watches TV anyway just to fulfill their mandated quota, while cable channels can focus on whatever crap gets ratings because they're not subject to the same requirements.

Dunno about TV, but there is a board game out there that's designed to teach programming concepts to kids:

It's very basic, but that's to be expected. You're not going to be able to teach a programming language to a kid who's just beginning to learn a spoken language. The best you can manage is to introduce the basic organizational concepts. Many other games also do this, as does the Lego Mindstorms line, and really, I think it's a subject that's better taught interactively than through video. I don't think a TV show is really needed.

There's also a rather nifty game on Android, iOS, Windows, OS X, Linux, Wii U and Switch, called Human Resource Machine. It's a puzzle game that teaches assembly language programming concepts like loops, conditional jumps, memory addresses and whatnot.
