Most RPGs these days follow linear quests or at best small pockets of questlines.

Ultima 4 had a Macro-quest of becoming the Avatar that all the separate questlines contributed to. It's the first quest you get and the last quest you finish (aside from the final dungeon as a result)

That is one of the main reasons Ultima 4 is probably the best RPG. You have 1 quest, there is no "big bad", it is just a spiritual journey that you complete at your leisure.

Closest thing I can think of in the present is Breath of the Wild. The quest is "Defeat Ganon", your given it almost immediately (after the tutorial that is), you can complete it anytime, and the rest of the game quests are only to make Ganon weaker or yourself stronger.

You mean in the sense that you generally know what's expected of you, or that an actual questline has been initiated and is actively being tracked?

For example, in Shadow of Mordor, from the start you know your purpose is to do battle with the Black Hand and take your revenge. There's no marker in your quest tracker, but I guess the completion percentage could be considered as such.

I'll add in Dragon Quest 1. Your main quest right from the start is kill the Dragonlord, you just have to figure out how to get there. All the side junk is just stepping stones to get helpful items which aren't technically mandatory (it's also why the game is fun when randomized)

For a non-RPG, your main quest in AI War is to simply destroy the 2 AI Homeworlds and this objective is immediately available, if not nearly impossible without powering up.

I'd describe Jagged Alliance 2 in these terms. There's nothing technically stopping you from bee-lining it to the final boss encounter, you're just unlikely to prevail. You need to build, train and equip a sizable resistance force, conduct raids, and complete quests to have a reasonable chance.

I guess it's more of a feel thing than anything

Another game that has this feel is Excelsior: Phase One Lysandia... which while old, is an exceptional RPG

I could think of several examples where the primary goal doesn't change. Kingdom Hearts 2, you have to take down Organization XIII. In Tales of Phantasia your goal from beginning to end is to defeat Dhaos. Also I think the Atelier games don't really have a big bad.
