That's up to German people at the time to answer, not us. Hindsight is 20/20. And it's not like his views were hidden until he took power, he ran on a certain platform which a lot of people supported. Regardless, him losing the war was the ultimate verdict that he was bad for his people.

Duterte giving green light to police to kill drug dealers may be "evil" according to your principles, but a majority of the people of his country view it as necessary, as drugs had gone out of control before him and were destroying the country. Sometimes, harsh measures are necessary to address a desperate situation.
