Going by memory, I believe Cody went to jail for the stuff he did in the Final Fight series and Haggar ended up becoming the mayor (of the same city he beat the thugs in). We won't know for sure why Cody is out of the prison jumpsuit and in the politician garb until Street Fighter V continues the story.

If Capcom likes pulling enemy units out of their older games and making them characters in Street Fighter (like Abigail and Poison), I'd like to see them rip someone out of the Captain Commando franchise next.

Haggar was already mayor of Metro City before the Mad Gear gang kidnapped his daughter, kicking off the events of the first Final Fight.

Cody went to jail because he was arrested by Edi. E in Final Fight Revenge for crimes committed by Poison.

Outside of a full crossover game, unlikely. Street Fighter and Final Fight (along with Saturday Night Slam Masters) were already in the same time period, Captain Commando isn't. Though now we are only a few years away from their 'distant future'. :P

Streetwise is cannon though. Yes it's a terrible game, but it has some good story elements that tie into the lore.

2006's Final Fight: Streetwise, features Cody Travers[1] as the elder brother and mentor of the new main character, Kyle Travers. Cody wears his classic original outfit, but with an orange prison shirt over the T-shirt. Prior to the events of the game, Cody was willingly incarcerated for an unspecified crime committed by Guy, causing a fallout between the two former friends.
