Also part of the issue is (as I understand it) that they are severely hampered if you push them as OP or ET. Once they get to Lower Midcard, they're treated like a "real" member of the roster and can get better pop gains. My approach has been to pick one no-name at a time, and override their push and make them LMC until it sticks organically. (That's been the Harts, La Parka, and HBK in turn)

Few tricks to building up low popularity guys beyond what Tom said

1. Putting them in angles with higher popularity and/or talented workers will get them over that initial hump of total jobberdom pretty fast. Ideally you want to put them with a guy a bit above their level to make the segments stronger but not someone who will completely overshadow them cause the "looked lost out there" penalty matters a lot I believe.
2. In matches having a guy lose respectably-- like a match that gets time and with the open match note, will help a ton. Don't do the "keep strong" note on a guy that's losing if they're a jobber though that ends up backfiring I feel.
3. If you want to book them over higher popularity guys save it for your big events. Otherwise you're just pissing them off for little reason as on TV shows the actual booking doesn't matter nearly as much as the win/loss impact is lessened there. Also ideally you feed them jobbers or whatever before that since the momentum thing seems to matter a lot for overness conversion when a guy wins the match.

Overall I find it pretty easy to the point where when I'm running low popularity feds I need to play conservative so the AI doesn't cannibalize my guys before I can sign them to written, but it might be down to booking style.

I am surprised it isn't working if it's having difficulty that actually does seem like a good setup to me at a glance. Maybe I overestimated Parka's statted charisma or something.

WWF Presents Back to Basics

Pre-show: Windham d. Martel (75)

Ventura and Lawler are in the ring to talk smack about Bruno. He's got no chance against Ventura, even in a fair fight, because he's got rocks for brains! Bruno comes out to dispute this claim (with Blackwell to watch his back) in advance of their match. (88) Ventura and Bruno have a solid back and forth NWA Title match. Bruno holds his own now that it's not a 5v1, but ultimately it's Ventura's relative youth that wins out. (86)

Atlas and Tenryu join the announce team for a roundtable discussion on the night's card. (45) IC title's up next. This is Steve Williams' biggest singles match to date, and he gives a good account of himself against Steamboat. Steamboat is nevertheless able to put him away with some high-risk maneuvers. (76, great chemistry)

La Parka and Elizabeth psych Hogan up for his match with Hansen. (60) Hogan and Hansen slug it out for seventeen minutes until Hansen catches the Big Boot and hits the LARIATOOOO to put Hogan away. (84)

Faces of Fear thank Snuka and Jones for their night off. Snuka and Jones are coming for them later, though! (65) Rheingans gets his shot at Tully next. Just a straightforawrd, no-frills wrestling match. (then again, that's pretty much this whole card) Tully gets the win, but Rheingans earns some respect along the way. (83)

Lawler and Muraco sass each other. Lawler doesn't think Muraco is gonna fare any better than his buddy Bruno, but the Rac says that Lawler's gonna get what's coming to him! (97) Muraco catches Lawler coming off the second rope, and Rac Bottoms him for the win. (80)

Terry Funk is ready for his match, and Dory's hyping him up. Funk has survived plenty of mean guys and plenty of big guys. They all go down the same in the end, and Bundy's not gonna be different. (63) Decent brawl here, and Funk manages to get Bundy up for a piledriver to end it. (77, good chem)

Jake and DiBiase actually go straight into the match without a promo. DiBiase appears to have gotten in Jake's head more than the other way around, because Jake comes out mad and DiBiase is able to exploit that. DiBiase manages to get a submission with the Million Dollar Dream! (80)
Flair hypes the crowd up for the main event. He can out-cheat Sheik, but he can out-wrestle him too! And since this is Back to Basics, that's what you're gonna see tonight! (92) And indeed, they put on a technically-minded clinic out there. Flair gets the Figure Four locked, and hangs on to it through a series of reversals....Sheik taps! (98)

Overall: 98 SUCCESS

The Funks welcome everybody to Raw, remind everybody that next up is TRIANGLE TRAUMA, (both here and in B8WL!) and are ready for their next big fight after Terry rolled through Bundy. (83) Jake takes on Leon White, and is able to overcome his brawn with brains. (68, great chem) Jim Powers takes us on a tour of WWF's dev territory, RIPW. Powers was champ there, you know! (50)

Future Perfect take out Saito and Edwards in a fun little match. (64) Dillon comes out with Snuka and Jones- they're cleared to wrestle! They'll face Future Perfect next week for a title shot. (75) Continuing in the tag division, Death and Taxes get a fast and furious win over Hart Attack. (61) Faces of Fear are backstage. They got the night off at Back to Basics, and now they're hungry for whoever comes after the tag belts! (63)

Steamboat and HBK face Style and Substance. The faces have won this matchup in the past, but this time Martel manages to apply the Boston Crab for the win! (79) Brad Rheingans is out to talk about fighting Tully. He came up short, but it was a good match and he has gained some respect for Tully. Sheik interrupts this little feel-good moment to verbally roll his eyes at it. They are both American pig-dogs! He goes on a vaguely homophobic rant that is cut from TV broadcasts. (79)

Speaking of Tully, he's at it again with his open challenge! It's answered by PARKAMANIA, who offer to face Tully and a partner of his choice! Tenryu shows up, and we've got a TAG MATCH PLAYA. (65) It's a pretty solid match- unfortunately Parka's antics don't quite fit in with all the brawling, and he winds up getting pinned by Tully. (82)

Flair is out to WOO at us for a while. He beat Sheik fair and square, and at any other PPV he could've out-cheated him too! WO-baseball shot to the back! Razor Ramon surveys his handiwork, stomps on the champ a few times, and drops a toothpick on him before leaving. (67) Your main event tonight sees Hansen extend Bruno's losing streak. (78) Ventura and Lawler are feeling pretty good about Back to Basics! Now that Bruno has lost one on one, they might actually be spared his whining! Life is good for th-IF YA SMELLLLL. Ventura's out here runnin' his mouth, but Muraco just beat his little buddy last Sunday, and by his reasoning that makes him a pretty good contender to knock Ventura off that high horse! The heels are concerned as Muraco describes the anatomically improbable operations he is going to perform with the NWA Title. (92)

Overall: 82 SUCCESS

All-Star Wrestling
Wk. 1, 5/85

Pre-show: Style and Substance d. Reed and Brisco (73)

Flair is mad as heck after Razor's unprovoked attack last night, and the Nature Boy wastes no time calling out the Bad Guy at the start of the show. Ramon tells Flair to be cool; it was nothing personal. Somebody wanted Flair taken down a peg, and they made Razor an offer he couldn't refuse, mang. Flair wants to know who's behind it, but Razor scoffs and leaves. (61) In-ring action starts with Tully defeating Powers. (75)

Captain Lou reminds us that Sika is a force with which to be reckoned. He's not just the castoff of the Wild Samoans, he's a BEAST. Sika destroys some random stuff backstage and tries to look credible. (55)

PARKAMANIA had a setback last night, but they're moving on to bigger and better things...or at least bigger ones. King Kong Bundy and Leon White are their opponents tonight, and they don't intend to be Hogan's rebound. (60) ....but they are. (71) Snuka and Jones are still hyping themselves, but FoF remind them that they aren't even established as contenders yet! (60) Speaking of the tag division, we get a nice little barnburner between Future Perfect and Sheik/Koloff. FP get a big win! (80) They'd kinda like to get back in the title hunt, too. (59)

Michaels and Tenryu go at it for a bit. Tenryu gets a hotly contested victory. (63) Bruno is frustrated at losing his rematch. Jake reminds him that it was Back to Basics, and neither of them is a basic, simple man. There's always a plan.... (55) Terry Funk brawls with Afa Reigns until getting the win. (72)

Death and Taxes are feeling good about life, even though Williams failed to capture the IC Title. Still, they're pretty great. They're so great that DiBiase is offering $10,000 to any team that can beat them at Triangle Trauma! They'll do qualifier matches and everything. (58) Main event sees the well-oiled machine of Ventura and Lawler prevail over the righteous anger of Muraco and Steamboat. (80) Ventura and Lawler remind us how great they are. They've gone through pretty much everybody in the back, and are the most dominant, untouchable force WWF has ever known! Out comes STAN HANSEN, who wishes to remind them about a little group called All Japan. Or heck, a single guy named Stan Hansen. HEEL/HEEL STAREDOWN to close the show! (94)

Overall: 80 MIXED

Pre-show: Rheingans d. AKIO (72, great chem)

PARKAMANIA take on Tully and Afa. Tully gets the big win despite Afa being a bit of a weak link. (78) Tully gets on the mic afterwards and calls out Sheik! Tully wants to know if Sheik has a problem with him. Sheik claims that American pigdogs are all the same, thinking with their muscles. STAREDOWN. (92) JJ Dillon has an ANNOUNCEMENT to make! Starting tomorrow on All-Star Wrestling, the WWF will be holding a triangle tournament to crown its first ever...WOMEN'S CHAMPION! He brings out JACKIE SATO, just one of the many talented and pretty ladies who will be competing. (41, Sato's Old School Face gets 91)

Steamboat and HBK go over Baba and Tsuruta in a decent match. Did I mention this was tag team night? (66) Style and Substance rush the ring as Steamboat and Michaels are leaving! They beat down Michaels and restrain Steamboat. Heenan gets on the mic and demands an IC Title shot for his boys, or much worse is going to happen to Steamboat's little buddy! Steamboat grudgingly accepts, and the heels leave laughing. (50)

Jim Powers interviews the Faces of Fear, who are ready for anybody! (54) Good thing, because the #1 Contendership is on the line as Future Perfect face Snuka and Jones. Jones still doesn't seem quite 100%, but it's played down by the announcers. Nonetheless, it perhaps contributes somewhat to a fluke countout win by Future Perfect! (67) Death and Taxes offer Leon White a spot in the family. He considers it, although that bounty for beating them up also sounds good. (52)

Fuji is thinking of trying for Death and Taxes' bounty on themselves. The Funks show up and mention that they've thrown their hats in the ring, and Fuji has second thoughts. (60) Jake and Flair are teaming up tonight against Tenryu and that no-good Razor Ramon! Jake thinks that attack was weird, and he has Flair's back. (79) The match itself is surprisingly underwhelming, with Jake getting the win. (68)

Ventura and Lawler are out before the main event to put themselves over. However, they are interrupted by Hansen (who objects to their claims of dominance) and Bruno (who objects to their existence). Muraco and Sika come out, and we get a brawl in advance of the actual match! (88) It takes a bit to restore order, but we eventually get it sorted into Hansen/Sika v. Muraco/Bruno v. Ventura/Lawler. An intense match, if not a pretty one, and Hansen gets the win after letting the other teams do most of the work. (82)

Overall: 83 SUCCESS

(79) The first of two qualifiers to face Death and Taxes for the bounty sees the Funks prevail over Baba and Tsuruta. (66) PARKAMANIA come out after the match- they're gonna be in the other qualifier next week, so that makes the Funks rivals! (73)

It's time for the ~HISTORIC~ start of WWF's women's division! Before the first match in the title tournament, we get some time to meet the competitors. JACKIE SATO we have already met, which is good because she cuts her quickie promo in Japanese. VELVET MACINTYRE is happy to be here, and hope the fans will be happy with her matches! MADUSA MICELLI is the woman to beat, because these two jokers don't measure up. (29; Velvet's Happy-Go-Lucky gets 97; Madusa's Diva WIth An Attitude gets 91) This is contested under triple threat rules, with the winner advancing to the title match.
