It is commonly used to indicate a pause when used in the middle of a sentence. It can also indicate someone trailing off or leaving a sentence unfinished when used at the end.
The only proper way to use it is in a quote to indicate that you are leaving out a section of that quote and where you are doing so. ... Copied to Clipboard!
