Some cards have software to control and you can adjust stuff like that. If it's asus GPU tweak II might work depending on what card you have. I know Evga has a similar software but not quite as good.

Ya, the software I have only goes up. the default is the lowest.

I have a R7 360 (it was an R9 until I updated... however that works), the software is just the AMD Radeon default settings thing. I don't have any special fan control

Well. To the internet with you. I don't know much about Ati cards. I'm sure it's possible somehow. But will it make enough of a difference? Maybe not.

Oh, the lastest update gave me WattMan, the new AMD Overclock tool. It has manual fan control. Ima crank that.

The card will only work as hard as it needs to. So if you have vsync on it will use less power (less heat) as it only has to render 60 frames a second. You can also limit your frames to 30fps to save even more power

Ok, I got SpeedFan to check something out. Looks like even though my GPU Fan can get up to 6500 RPM, it refuses to go above 2000. I think the fan must have a physical clog.

Idling at the temperature it should be running at. Clean out your system.

I did, which is why I'm thinking I might have jammed the fan or wiped off the thermal paste maybe

I moved my computer into the basement this summer. I don't know if that's an option for you, but it helped me a ton.

That's the thing, the problem started very recently - and I have good AC, I keep my room at like 16c

probably the fan is not spinning. check for airflow from the rear vent. you may have disconnected the fan's power cable or as you said jammed it. check that a cable is not physically obstructing it from spinning.

I don't see how you could have "wiped off the thermal paste" unless you were doing something very dangerous.

Oh. We have a couple of window-mounted air conditioners, but my wife and I don't like to use them because it's expensive. If you've got constant AC and you're overheating, you've either cranked settings up too high (you'd see low framerates if that were the case) or indeed something is wrong with the card. You may have damaged the fan, as you were guessing.

I just dusted it with a non-static swiffer equivalent

As serendipitous as this is.. that's probably the most compelling evidence for Jesus of all time.
