Also keep in mind that the only reason kings carried swords at all was because guns hadn't been invented. As soon as guns were a thing, kings started to carry them instead or variations thereof; Henry VIII, for instance, was known for having a 3-shot mace-pistol.

Well if your state doesn't have a limit you probably can. It is more that people don't reall have a reason to carry a sword. ones tha twant to carry weapons probably prefer handguns to swords.

Most people don't get arrested for specific crimes, they get arrested for acting stupid in public, the arresting officer figures out the crime later. Carrying a sword for no reason certainly qualifies as "creating a disturbance", at the least, and will get you arrested. .

Since you don't have a sword, you can test this by going out in public carrying a baseball bat, or a live chicken, or dressed as Spiderman, and seeing how long it takes to attract attention.

You have to get the crystal to make one though, and I don't think that's an easy task. The younglings have to go through a whole trial of character to find their crystals.

Exactly, other non-jedi have used lightsabers. The problem is that they are pretty rare and hard to make. They can't be manufactured like that.

Maybe they do. Most peoples we meet in SW are in trouble, at war, poor, farmers, or villains/outlaws.

People looking for protection are more likely to have blasters. Same for bounty hunters and farmers. Doesn't mean there aren't the occasional light sabers in specialty shops. There's just no reason for us to meet any.
