I had it in Frame Scaling Mode, which is basically forcing it to a 4K solution (and it wasn't there before).

I turned it off, and I had an increase from around 30 FPS, to 60 FPS, all on max settings.

If I would have known what the hell Frame Scaling Mode was, or the options there explain that it was an upscaler, I would have turned it off to begin with.
