Yes. But it's on purpose because she is a the split personality of a relatively affluent and educated black woman.

King tends to do this with a loooooot of black characters though. Even in Mr. Mercedes, when the black teenage neighbor of the main character is said to be near-genius and extremely well-spoken, he constantly, jokingly speaks in a super racist accent.
