Its funny, Power Rangers Timeforce was briefly considered for a Prime Time slot and marketed to an older audience, but was decided against because of the childish stigma of the brand.

Watching a CW show, you get the serious impression that they walk in a line of models, throw them on the screen, and assume their teenage audience is too thirsty to notice that the writing is an excuse to show pretty people having relationship problems.

CW action shows do fall under the umbrella of "tokusatsu" yeah. Though I'd argue that American superhero shows try to be aimed at teens and above so Kamen Rider is a better analogue.
