The French and British both fully expected the Germans to come through Belgium, because trying to bludgeon through the Maginot Line would be a phenomenally bad idea. They expected them to come through the plains in the northwest of Belgium, though, so that's where they concentrated their forces. They didn't believe the terrain of the Ardennes could allow a motorized advance. When the Germans punched through in the Ardennes, they were basically free to circle around behind the Allied forces and cut them off.
