I don't know, man.

For the sake of a definition, we'll say it's some sort of compliment about her appearance. Saying "hi" will not be catcalling, so for the sake of this, don't assume it can be. ?But it can range from "Looking good" and "Nice hairstyle" to "Sexy ass". The point is less about what is said, and more about how the woman perceives it.

I updated the OP. Let's assume for the sake of this poll, that catcalling has to be a compliment on some sort of bodily appearance. So saying hi or whatever else is not going to be deemed catcalling.

what if a straight woman says "omg I love your top, where'd you get it?"

what if a gay guy says the same thing, but the woman doesn't know he's gay so she reports him?

Hell, what if a straight guy says the same thing with the intention of buying a similar top for his wife?

If it's not explicitly sexual, it's not sexual harassment.

If some guys yells "Good morning, beautiful," the woman is not being harassed. However, it he yells "hey sugar tits, come sit on my face," then she is.
