The furthest you could reasonably go with the "9/11 was an inside job" angle is "the Bush administration was warned of an attack and purposefully let it happen, but was not aware of the magnitude it would turn out to be" or even "the Bush administration colluded with al-Qaeda/Saudi Arabia but was not aware of the magnitude". And honestly Bush's reaction to the news when he was reading to those schoolkids gives me a huge "oh shit, I fucked up" second-thoughts vibe rather than just surprise. But in the end, none of these theories come any further than just speculation and most are founded in ignorance.
