In particular places.
For particular reason.
With particular interests.

I don't remember, "it sucks but we got to stop Kony."

Is really about saving children from chemicals?
H2O is technically a chemical, the Mediterranean is filled with it, We going to save them from drowning? No, I didn't think so.

Venezuela is going to have a crackdown its people, they're only importing 25% of the flour they need, high probability of wipe spread starvation. We going to send them $1.6m worth of food by way of rocket, 59 at a time?

when you are in a position to directly help people at the cost of just a few million dollars' worth of military tech that otherwise sits around and does nothing, you help them.

getting rid of the assad regime isn't directly helping people, though

it might be a good thing for him to be gone, but the way it would improve the lives of the average Syrian is incredibly unclear considering the lack of a coherent policy we have with regards to Syrian regime change.

and of course you need to worry about the problems with public perception on the ground in the middle east
