Yeah, because all 30 people are gonna be out on patrol all at once with no fixed position to coordinate us

Who would handle the quartermastery? Who will take care of our financing, administration, liaison with the public, etc

Well from that it is clear you should not be in a position of power for a militia. Everyone needs a gun, if there are 30 people they each need a gun of their own.
