If Cell could destroy the galaxy he is as strong as or stronger than Beerus. This is obviously false. Infact Cell is weaker than Goku before Goku got a powerup to be able to barely fight Beerus. So obviously Cell cannot bust the galaxy and if he could than DBZ galaxy is just super weak (speaking from comparison of how weak cell would be to Beerus and Goku blue). During the Cell saga that would have blown up the planet.
