149 hp this level, Dex modifier is now +5, and I've taken back skill training in Diplomacy and also gained a neat encounter power move action that lets me shift 3 squares even through enemy occupied squares. Oh and it's an even numbered level so +1 to goddamn everything. Good level!
Note for CPU and Accel: If you have teleportation effects of any sorts, they don't work anymore now. The Atmal ban affected them. All teleportation powers have no use anymore.
Oh piss, really? That sucks. Oh well, it's an excuse to bump my reflex up by 1.

It actually doesn't mean that, if we're unlucky and they set up Instant Summons (AKA a ritual). It also means that every actually nice person who ever uses teleportation to escape a bad situation is boned, too.

It would be cheap, but also logical. Villains go out and do their thing even when we're not on their case, and they are just as capable of adapting as us. Unless they sit in their lairs stroking their terrible wands all day before going out to butt heads with us, they'll soon notice the teleportation ban and start working on some workarounds.
I'm talking from an OOC standpoint. It would just be dickish as all hell to go through all that and receive a giant "oh, you can't teleport 5 squares anymore, but the villains can teleport across the world still" middle finger for our troubles.

It would, but it's also logical. It's what happens when we do stuff without thinking. I'm honestly fine with it because it means the world isn't just a setpiece for us but is alive and responsive.
On a happier note, the entire party now starts every fight with a surge's worth of temporary hitpoints. Hooray for not having a single goddamn damage boosting feat to pick from! :-/

Oh. Cloak of Courage? Is a cool power yeah... not sure Val ought to be spending his standard actions not VALLING though.
Edit: You could also just be a dick and take Tainted Wounds. (Weapon attacks that hit the target prevent the target from regaining any HP until the end of your next turn). Which, against some enemies, is essentially more damage. Kind of.
You don't have to use it in a fight. The THP last until your next rest, so I can use it after a short rest and give everybody a surgeful of HP pre-fight.
Actually, it doesn't work, sorry. THP vanishes after a short rest. Of course, you need a short rest to recharge the power too. So only one person gets that at a time.
Not that that's weak or anything. It's quite strong. But it IS your Utility 16, which is often a very strong level (I would kill to have better access to it).

No scep. It's a Close Burst 2 of THP. If people gather round after a Short Rest, I use it and we go have a fight. THEN we rest to recover and I recast Cloak of Courage. Why yes, this is exceedingly exploitative, before you ask. It's also just about the only thing I have left to pick up. I'm out of good feats to take. :(
Damn, even if you were using that in battle only it's still a tempting use for a standard...

PS: Gimme all yo' heals guys because I will keep everybody else relatively healthy. It's amazing how all it takes is a single feat to make us so much more beefy, and how much it annoys me to have to resort to this.

I'd rather not pick it up, but I have no more feats to take that will make me a better Striker, Accel. It was this or picking up Linguist or something. I hate inefficiencies more than I hate having to grab a random overpowered trick, so I bit the bullet and got the Cloak. If I could pick up even a single +1 bonus to damage rolls I'd trade the Cloak out in a heartbeat.
Well it's technically a leader power but this falls in line with the Warden part of Barbarian/Warden in that if the entire team is bulkier, you are defending them from damage without doing anything. So it's kind of like being a better defender which is half of the equation anyway. Sort of.
I don't charge much at all. Most of my damage comes from staying in place and smashing somebody into gooey little bits with multiattacks.

Yeah...kinda...but it still jars because Valerian is supposed to be an all-in offensive striker. That I'm forced to pick up defensive stuff because all the remotely decent offensive stuff is already in there annoys me. :-/
EDIT: OH RIGHT! I forgot that the BoK levels at every five-level interval after level 3! So my damage isn't QUITE so bad now.
