Do you go to the basement where it's probably flooded? Or do you go to the top floor where the tornado could do the most damage? charlie811 08/27/11 6:23:00 PM #13:	Well a warning means that an actual tornado was picked up on the radar or seen and was called in by the weather service station, so the warning is worse than your average thunderstorm warning. But it doesn't necessarily mean its on the ground. Tornadoes themselves are a bit... finicky. Kinda random. But we're flooding because the ground is already saturated by the rainiest month in our recorded history before the hurricane hit.
