I think it had to do with having more important things to do than killing one child, and also not caring. Of course, given that he ostensibly killed every single other Namekian, you would think seeing one alive other than Nail and the fat guy would be extremely suspicious, but I guess not.

Even if he has better things to do it would take, what one ki blast? I guess it could be commentary on how his ego was his downfall, same with not paying attention to Goku's space pod when he was a baby, but I think that's more deep than DBZ typically is.
