well, okay, it doesn't blow, but it's certainly not BEST TV SHOW EVER like people love to shout about.
the pacing is inexcusably slow the premise isn't particularly exciting, and while the scripts were pretty good the acting wasn't anything to write home about.

Your opinion blows. Obviously nothing is going to be liked by everybody, so I'm sorry that you can't enjoy the greatest show to ever air on television.
Think of it not as a tv show, but as a series of books where each season is a different novel.

This might be a decent rule of thumb for most shows, but for The Wire, I'd say you need to finish at least the entire first season.
But look, you can't expect everyone to love something; I'm sure there are people out there who believe Shakespeare is a hack playwright, for example. Just a shame you can't enjoy what's inarguably (Breaking Bad aside) the best TV show ever produced.

the difference is Parks and Rec had less than 3 hours of mediocre (which was still better than the first half of the wire season 1) before it started getting really good
I watched almost 6 hours of the wire and literally didnt enjoy any of it

I dont think I ever have actually made it into UotY.
Y'all can't be playin' no checkers on no chessboard, yo. You can't just jump from episode to episode and expect to be kinged. You got see how it plays out. You need to capture the king, entrap it, and not leave the board with half the pieces still up and no big plays made.

it blows my mind that people are willing to sit through 6+ hours of something that's not that good just to get to where it "starts getting good"
going back to the parks n rec example, it at least had interesting characters and glimmers of excellence in it's first 3 hours of fumbling around trying to find itself.

Eh, it doesn't matter to me if you watch it or not - your tastes are your tastes and I don't care to meddle with them. The reason that people are so vocal about The Wire is because it really is that good, so when people say they give up before even finishing the first season we get a little sad inside because we want people to experience the show. Honestly the first season is by far the worst.

Maybe you didn't think so, but I've seen a lot of topics over the years of people asking "does it get better" and then realizing it does about 500 pages in (out of 800)

This I'll completely agree with. Game of Thrones and Lost both had a much better establishment of a very large cast of characters while keeping action and drama and suspense intact, with Game of Thrones doing it over even more locations than The Wire (since The Wire's pretty much Major Crimes & Low-Rises right now).

I'm going to give you the benefit of the doubt and assume this isn't a troll topic.
You talk about how it's like "reading half a book and then finishing it until the end"; except that it's not. You watched six episodes of a season that, while excellent in its own right, is in many respects mere exposition to the excellence of later seasons. Here are some trends in the show, however, that never change:
-a slow, methodical pace -driven by character drama over plot drama -lots and lots of characters and relationships to remember
If these things prevent you from enjoying what is universally regarded (even in this topic, except for yourself!) as an amazing piece of television, then I suppose it's your right not to continue.
I'd also recommend looking into Michael Bay's Complete Works.
