It can be. Identity politics is always a form of pandering, pretty much by definition. We all know how that sort of thing works.
But there are other ways to pander. Case in point: in this particular moment in American politics, deliberate attempts to avoid playing identity politics are often seen as pandering to straight white males. You could argue that making deliberate attempts to avoid identity politics is more so appealing to the people who arent being focussed on with identity politics (ie. white men), as basically an excuse to flaunt about how some kind of minority is holding them back, essentially acting as another kind of identity politics, just like being straightforward about it. In the past we basically just called it appealing to demographics this isnt new Nobody is really trying to avoid identity politics in this day and age, its just who is being targeted. ... rather than point out basic human nature(pandering), I just point out the hypocrisy of those who lack the self awareness to realize they're also talking about themselves. too many people try to find false differences in order to feel like they're "better," and completely ignoring the similarities.
but that's what self interest is. it doesn't care if it's a hypocrite as long as it gets what it wants. it sets a bad precedent when it's embedded into the roots of a culture. it's funny how when you point out similarities, the go-to response is "whataboutism!" --- Never let those intent on misunderstanding you be the narrator to YOUR story!
