It sounds like they're arguing that he didn't know ahead of time how much the investigation would cost and therefore shouldn't have to pay for it. This is like saying you can't make someone pay for a broken window because you didn't notify them how much it would cost to replace before they broke it.

and that such reports don't typically result in such extensive investigations.

So what did he think would happen? They would look into it, find nothing, then give up? Well surprise! If you're wealth enough to afford fancy lawyers and/or famous enough to draw attention to the case then the police really care about how difficult you could make life for them if they don't get results.

No the charges were dropped because he forfeited his $10,000 bail and agreed to do community service

Theres a separate investigation looking into the legality and motivation of that decision
