Loved Just Cause 2. They really dropped the ball with 3 and 4.
Why did they take out the sprint button and that cool shaky cam thing? Why didn't they spend more time improving the graphics and mechanics? Ugh, those games could have been so great --- Getting girls is all about honesty. If you can fake that, you're in! ... Copied to Clipboard!

Mercenaries came pretty close.

I recall collectibles being neutered in 3 as well and settlements being way less interesting
