So I want to know if this is more common than I realize or if it's just stupid. I think it's stupid.

I went to taco bell today to use the remainder of my gift card, i knew it had somewhere between $6-8 on it, but couldn't remember exactly. So I order some food in the drive thru, the total is $8.39. I get to the window, hand her the card, she takes it, and brings it back and says that they can't split the check between whatever's left on the gift card and whatever else I want to pay with, and that the order was more than what was on the card, so I essentially couldn't use it. (Well I could if I knocked off some of what I ordered but I feel bad doing that and I was also hungry so that was on me).

Now this seems incredibly dumb because it essentially prevents someone from using the entirety of what's on the card, even if it's like $.40 or something like that, because unless you go ahead and plan exactly what you want every time you use it and factor in tax to come up with, say, $25 exactly, you're usually going to be left with at least some change on it. Or more egregiously in this case, $6.61, which I was told was how much was left on the card.

So, I ask, is this a commonplace thing? If so, what reasoning could they have for doing so?

I've never had that problem. They just use the rest and then you can charge or use cash for the rest.

Its stupid, you're right.

Is this not just stealing from the consumer then? As I understand it, if someone purchases a $25 gift card, then that card is able to be used as a substitute for conventional payment methods (Cash/card) when purchasing something. In other words, I think of it as an agreement that "the possessor of this card is entitled to $25 of essentially free goods of their choice, since it's already been paid for." Is this not accurate?

Gift card laws vary by state. Maybe the gift card laws in your state are weak for consumers.

This is something I was unaware of, I'll have to check into it.

Every time I used a gift card I've always been able to use it up and pay whatever the rest of the bill was myself.

Either:
A) Taco Bell has their own weird policy.

B) Gift card laws are different where you live (I know in California they're very generous compared to other places. Gift cards can't even "expire" here.)

C) You were lied to.

I'm guessing she was lazy. If they know the exact balance on the card, usually that fixes any issue.

Yeah it could also be true they were just lazy, lied to you, and didn't want to do it. Ask to speak with the manager or what not. Call and complain to Taco Bell if you want ...

I think the cashier was either lazy or didn't know how to do it.

My initial thought is that the cashier was just being lazy and making up crap.

Was it a Taco Bell specific gift card or a Visa gift card? Because Visa gift cards are an entire other issue

Like where I work, we can only take Visa gift cards if they're enough to cover it or they know the exact amount that's on it, because it'll automatically reject if you try to pay for something that costs more than it's worth. And we can't pay partial with a Visa gift card and partial with a credit card (can split between visa card and cash though)

It was a taco bell specific gift card. Visa gift cards are a pain imo, I always have issues getting them to work.

Refusing to split it like that would definitely be illegal in Canada. Not sure how it is in the States.

every modern point of sale system in existence has the capability to split orders by payment method, and most corporations allow it. that specific taco bell might even allow it and that person might just be an idiot.
