Nu-13 (Like other characters in the series) is a laboratory-made artificial replica of Ragna's sister, Saya, and her course of action is a programmed one. My doubt came more from the fact that IDK what it is biologically and apparently there's some backup data of Saya's memories in these replicas.

Well I was just going off the idea that Noel is Mu-12. I don't see how those could be a robots if that's the case. But I don't pay any attention to the story in that, just play multiplayer.
