If you need me to explain why this is a reasonable and justified thing to attempt I can. They failed to accomplish this. That doesn't tell us if they are morally culpable for the failure though. Obviously they were unable to get a good outcome but that is the case with every thing sometimes. That's why we don't judge things entirely by the conclusion, but by the process as well. No one is disputing the outcome of the situation which is why you just pointing out the outcome was bad over and over is not a useful thing to discuss. Yes, it was a bad outcome. There are other very relevant things to consider before we cast judgements about the situation though.
