Assuming you don't have Raiden, obviously keep Fischl. I prefer Diona to Noelle for shields, but a shield is important if you have Serpent Spine...if you don't, a bit less so. You probably also want someone to fill in the downtime period on Eula's burst, although with how hard she hits, there's no reason you can't just keep Eula out there. (Again, this is what Raiden is good for.)

For an average account, I would say Zhongli. However, if you're running Eula, specifically, that might tip the scales since she's the one team that Raiden fits into besides R-National. I don't know anything about this supposed shield-clobbering, but I can understand why they might do so from a design perspective. Also, they've been systematically clobbering what Venti is good at after he was so absurdly dominant in the first 8 months of the game, so it honestly wouldn't surprise me.
