They were inseparable and basically dating from the beginning of the second season, when they're 10, for the remainder of the anime, which goes until they're 23 at the end of ViVid. In StrikerS, they were living together and sleeping in the same bed together. At the end of that season, Nanoha legally adopted Vivio as her daughter and the two of them take care of her together throughout ViVid...
