companies can be and are different, but i've never known a cleaner to be responsible for tidying someone's work desk. i can definitely see workers having a problem with that. it could be something as small as moving something to a different spot and annoying somebody, or the cleaner might see confidential information and they could end up getting blamed for something. so i'd be surprised if it's common to expect that.

Good point. This is another indication that the TC is likely making this up. Usually in a company the cleaning staff is not supposed to clean in people's personal work space for the above reasons. They also could accidentally throw out important paperwork or something. A lot of companies even want employees to empty their own wastebaskets to avoid liability for things like this.
