It's basically the people in the most rural and isolated areas deciding they don't want to be governed by state law and deciding to govern themselves using religious fundamentalist law. Imagine if some rural areas in the american south decided "fuck the government" and then enacted theocratic christian law Al Qaeda is the international terrorist organization with international religious and political goals.
