The game hasn't given me much information about this. Also, what's recommended for spending Orbis on at the Sanctuary? I'm guessing the Spirit Forest, since that's where my leveling materials for units and skills comes from. So From what I've messed with, stars act not only as rarity but level and boosting caps, with each star=10 levels and one node on the Awaken star chart. The pain comes from 1)needing characters of the star you want to promote to -1(so promoting from 3 to 4 needs 3-star characters as materials, 4 to 5 needs 4 stars, etc.) and 2) the last few nodes on the star chart needing specific "catalysts" as material.
