My role is Pichu, VETERAN Thunder (2-Shot Lightning Rod).
I fired my first shot at Scare on Night 2, guessing he was the RB so I could draw it away. (and I was fucking right). However, I never got the "You were roleblocked" message. I'm guessing that was because Death did RB Scare after all (slight redemption for Pen I guess, not that it means much) So, I guess mystery solved on why Pirate was never roleblocked.
My second shot was at Geno, last night. Nothing happened. Still waiting on that claim, dude.

No, I absorb the actions that person would have taken, not any actions they can do.
Im not familiar with how roles work here. Is Lightning Rod a role in which it notifies the target of it that it was used on them, like Prosty is? My PM doesnt mention that, but Im checking anyway. ---
