FoH makes roughly $20-25/hour on average at my diner in tips alone, in addition to the $5.50/hour base rate. They are thrilled to rely on the kindness of the people they serve. They would be pissed if they had to work for a flat rate like the BoH, because they would make way less money. I can't comment on Canada because I don't know anything about it, but the massive inequality between FoH and BoH needs to be addressed because it's completely understandable and human to be jealous when you see somebody working beside you doing less work and making 2x as much money while being far easier to replace.
