Yes, the system should be changed, but you seem to be applying your criticism to the system as-is based on the tone of your writing. As of right now in America, tips are their wage in the majority of restaurant setups, full stop. That it should change is a good opinion to have. To say that that, under the current system, tips are not their wage is just kinda weird, so either I'm misunderstanding your posts or you hold a weird opinion.

Their wage is the hourly wage in which they are legally paid. The tip should not be considered part of that wage, and it's pathetic that so many people accept that it is. Wait staff deserve more money, and it should not come exclusively from the kindness of the people they serve. Their bosses should be paying them more. In Canada, wait staff make the federally mandated minimum wage, with tips being a gratuity on top of that. They don't have a special exemption in the legal code that allows restaurant owners to pay them three times less than everybody else, just because they make tips.
