Or was it just a tribute to a completely unrelated soldier that "died" in battle? Without the super serum stuff, there's nothing connecting Isaiah to Steve, is there? It was presented in a nice way, but the implications are either that Sam is exposing dark government secrets(and that the exhibit will be removed), or that it didn't actually tribute anything important to Isaiah's life and will be seen as just a random statue in the wrong museum.
