Well, I didn't play the original on the 360 either, but I noticed it while playing the DE.
There are a few instances in which Yuri changes voice actor from one line to the next, like in this cutscene (spoilers for after Zaude):
https://youtu.be/o2gt4LZoCj4?t=3165 (52:45)
The three lines after Patty drops in on him are with the new voice actor, and the rest are with the original voice actor.

There are entire cutscenes voiced with Yuri's new voice actor (I think every other voice actor reprised their roles, but they didn't always match their previous performances in regards to inflection, intonation etc.)
https://youtu.be/AQYWnRdKXTE?t=1400 (23:00)

There's also a noticeable difference in skits, for example, this skit is from the 360 version and sounds just fine:
https://youtu.be/5YDcHTtEqRs?t=2248 (37:28)

These skits are new to the DE version and sound terrible (in some cases the music may even play over the voice lines):
https://youtu.be/lFBmLbM6N1Y?t=890 (14:50)
https://youtu.be/RCTz9n3GKfQ?t=443 (7:23)
https://youtu.be/UJucbKLJa7Y?t=641 (10:41)

Overall the translation and voice work exclusive to the DE version are pretty shoddy. And if what PowerOats mentioned about Tales of Berseria is correct, then that makes me pretty worried about the quality of the translation there also...

@sauceje

So I finally watched those videos and I do agree about the background music overlap. Do you think those are exclusive to the port? Because I was gonna complain about how sometimes the skits are hard to hear because they're drowned out by the music. As a rule of thumb in video games I always go straight to the sound settings and lower background music/sound effects while keeping voice volume high so that I can actually hear the dialogue during cutscenes.

Tales of Vesperia is actually one of the better games in this regard however, because they actually offer sound options unlike some games, and are one of the few jrpgs to offer so many sound options.

As for the Yuri voice actor change... I think subconsciously I know what you're talking about, maybe sometimes I feel like Yuri's voice is different. But honestly I just don't notice it and until there's a shot by shot comparison to show the difference, I just can't tell as I'm playing the game. It's never stood out to me.

Were Patty and Flynn not in the original game?
